DC-DC converter

Hello,
I have a question on a project and would like to help me if possible.
I did a battery of supercapacitors 1000 Farads 8.1 V to power a load of 7V, 50 A constant (I know that gives little time, but for the project in question works).
My question is the DC-DC converter, you can design a DC-DC converter that has input from 3.5 to 8.1 V with an output of 7V, 50A constant? Thank you. ;)

Almost anything is possible in this field but, some dc converters are more complex and other are more expensive.
To see an example, take a look in the datasheet of the LT3741 controller http://cds.linear.com/docs/en/datasheet/37411fc.pdf (typical applications).

To design and simulate your circuit, you can use LTSPICE
